For more than 65 years, Chief of Chief Ya’shua Ben Yoseph Ben-Levi Ben Yisrael, also known as James E. Tucker, has been a monumental force in community activism, political engagement, public service, youth empowerment, and institutional development. As the Founder of Meoohad Hethaverut Inc., he has built an enduring legacy grounded in faith, justice, and transformational leadership that stretches from Brooklyn, New York to St. John’s County, Florida.

Early Community Leadership (1960s – 1970s)

His journey began with B’nai Zaqen/Zaken (1960–1967), where he emerged as a foundational leader of the Israelite movement. As President of the Dewey Place Block Association (1964–1969) and Co-Chairman of the Black Caucus of NYC (1967–1969), he was at the forefront of civil rights and grassroots neighborhood empowerment. In 1969, he became a member of the re-election committee for Mayor John V. Lindsay, later serving as a liaison to Lindsay’s Special Community Task Force.

He became known as a bold advocate for youth, education, safety, and community development, coordinating afterschool programs with the Israelite Institute and the Elton Street Block Association’s Drug/Alcohol Prevention Programs (1968–1976). His work shaped entire districts and influenced New York’s education policy during his service as Chairman of the Title I Advisory Board of School District 23 (1972–1975) and Community Liaison to Assemblyman Charles T. Hamilton (1973–1974).

Political Engagement & Security Oversight

Chief Ya’shua served on the NYC Police Department’s 73rd Precinct Community Council (1973–1978) and was appointed Head of Security for Congresswoman Shirley Chisholm, managing 23 staffers in her 12th Congressional District re-election campaign. His work with the NYPD, Sanitation, Education, and Health Departments, including elite crime prevention task forces, demonstrated his acumen in law enforcement relations and policy navigation.

He held numerous civic positions including:

Chairman, Inner 100 Club of the United Political Club, Inc.
Area Commander for 16 election districts
Security Chief across congressional, senatorial, and assembly jurisdictions
Liaison to NYC Housing Authority, Department of Community Affairs, and Community Corp Programs

He was pivotal in emergency response, securing aid for burned-out families, senior citizens, and the disabled, and advocating for public transit re-routing to accommodate elder residents in Brownsville.

Educational Leadership & Think Tank Contributions

He provided critical support to black youth entering police departments, law schools, and higher education. He chaired the Learn & Earn Committee, offering math, reading, and life skill training. His leadership in the United Political Club Think Tank (1971–1979) helped drive strategic initiatives for NYC’s political future. He was also a guiding hand in the elections of Senator Major R. Owens, Assemblyman Thomas Boyland, and several city councilmembers.

As President of Notar ShYisrael Shyarim, Inc. (1975–1979) and Chairman of Israel’s Political Action Borough of Brooklyn (1970–1979), he pushed for spiritual and political unity among Israelite and Black communities.

Southern Expansion: Florida & Beyond (1980–2010)

Upon transitioning to Florida, Chief Ya’shua continued his work with the Florida Department of Community Affairs and held influential positions on the Hastings Political Action Committee, St. Johns County Recreation Board, Drug Prevention Boards, and Hastings School Advisory Committees. His leadership helped build schools, educate communities, and strengthen mental health and housing resources. He served with organizations such as:

He rose through the professional ranks as a Forensic Supervisor, Case Manager, and Mental Health Housing Coordinator, supporting underserved individuals with vision and compassion.

Among his many honors, Chief Ya’shua was named a Kentucky Colonel by the Governor of Kentucky—one of the highest titles of honor awarded by the state. A father of 30 children, he is the patriarch of a generational movement, continuing through his son Chief Daved Ben Ya’shua Ben-Levi, founder of B’nai Binah NYC-20. Together, they launched a United Coalition and the Children of Understanding, bridging generational gaps with unity, innovation, and educational development.

De'Vorah Levi

As a Pediatric Nurse, De’vorah Levi has been in her dream profession for over 30 years. As a child of 12 years old she decided to be a Nurse instead of a Doctor. De’vorah chose a profession that allows her to have a better impact on an individual’s life by giving more time to assess and better adhere to the needs of individuals and their families.
De’vorah learned as early as her teen years that there were many obstacles placed before her that would have prevented her from obtaining her dream to become a Registered Nurse. With the help of De’vorah’s parents, her village and her community, De’vorah reached her goal.

She began her journey in a high school that promoted nursing but did not have a genuine nursing program. De’vorah started at a CUNY college that helped her begin her journey to improve her academics (via remedial classes) in order to take the required core classes. Becoming distracted due to lack of mentorship, she took a break from school for several years. After starting her own family and giving birth to her 2nd child, she then resumed her journey of becoming a RN.

De’vorah’s first stop in resuming her education journey was to New York City Technical College (CUNY); then Long Island College Hospital School of Nursing, (after having child number three). There, De’vorah gained an Associates Degree in Nursing as a Registered Nurse. De’vorah began her first nursing position as a Nurse at The Brooklyn Hospital Center as a pediatric/PICU Nurse. There she worked as a staff nurse for 16 years full-time and 4 years per-diem. Next, while working for The Brooklyn Hospital Center as a pediatric/PICU Nurse (and after having child number 4), De’vorah acquired her Bachelors degree in Nursing at St. Joseph’s College in Brooklyn, New York. All this while working for several healthcare agencies to further her knowledge as a Maternal-Child Nurse in order to better serve the community. This allowed her to become more knowledgeable in her next role as a Family-Community Health Nurse with New York City Department of Health and Mental Hygiene’s Nurse-Family Partnership Program [NFP] for the next 17 years. NFP is a free national home visiting program that partners a Registered Nurse, with a first-time pregnant mom, from pregnancy until her child turns 2 years old. At NFP, “Nurse Devorah “assessed, monitored, educated, advocated for and mentored first-time moms in acquiring the knowledge and resources to better equip themselves to meet their needs in becoming better moms.

Presently, De’vorah is retired from the NYCDOHMH-Nurses-Family Partnership but continues working as a Nurse for HIDEC [Hebrew Institute for Deaf and Exceptional Children] full time as a school nurse and an agency home care nurse for children with special needs.

RN since 1993, supervisory, instructional, and clinical experience in
Pediatrics/Pediatric Critical Care, Neonatal/Neonatal Critical Care, and
Pediatric Emergency/Trauma and Pediatric/Mother-Baby Community

Dr. Syene Cooper, is a visionary educational leader with over 20 years of experience transforming K-12 education. As the Network Director of Special Populations at Manhattan Charter School, he drives district-wide initiatives focused on equity, inclusion, and specially designed instruction. Previously, as Principal, he led a successful school turnaround, improving attendance, academic performance, and staff morale. In addition to his leadership roles, Dr. Cooper mentor’s future educators as an Adjunct Professor at Touro College and a Clinical Practicum Supervisor. A specialist in Multi-Tiered Systems of Support (MTSS), he has helped schools implement data-driven interventions that close equity gaps. Holding a Ph.D. in Education Curriculum & Instruction, Dr. Cooper is a respected speaker on instructional excellence, school culture, and educational equity.

Shecanaiah-Bidkar Ben Daved Ben-Levi Bio

Shecanaiah-Bidkar Ben Daved Ben-Levi is a young, driven leader with a strong commitment to education, athletics, and community service. A proud graduate of A. Philip Randolph High School in Manhattan, NY, he has excelled both academically and athletically, demonstrating discipline, perseverance, and leadership in all aspects of his life.

Now embarking on his collegiate journey, Shecanaiah-Bidkar is set to study Business, Economics, and Leadership, aiming to build a foundation that will allow him to make a lasting impact in his community. In addition to his academic pursuits, he is a dedicated athlete, determined to make his mark in football, showcasing his skills, teamwork, and determination on the field.

With a passion for giving back, Shecanaiah-Bidkar is committed to using his education and athletic platform to empower others. His vision is not only to succeed personally but to uplift those around him, serving as a role model for young people striving for excellence in both academics and sports.

With a profound commitment to faith, leadership, and community service, he guides individuals on their spiritual journey, ensuring that Torah principles remain at the core of daily life.

A devoted family man, Kohane Azriel leads by example, embodying the values of integrity, discipline, and unwavering devotion to the Most High. His teachings emphasize the importance of righteousness, knowledge, and spiritual growth, fostering a deep connection between tradition and contemporary life.

In addition to his spiritual leadership, Kohane Azriel works closely with B’nai Binah, contributing to its mission of empowerment, education, and service. Chief Daved Ben Ya’shua Ben-Levi is a visionary leader, strategist, and community builder dedicated to uplifting and empowering communities through education, social services, business development, and cultural preservation. Growing up in the gritty streets of Brooklyn, NY, Chief Daved learned resilience and survival at an early age. His journey through hardship, including overcoming the challenges of the prison system, has shaped his unwavering commitment to justice, empowerment, and self-sufficiency. His transformation from adversity to leadership is a testament to his faith and determination, navigating life with the full protection of The Most High.

Chief Daved is a graduate of the University of Cincinnati, where he earned a degree in Interdisciplinary Studies, focusing on multiple disciplines, including International Affairs, Political Science, Anthropology, Judaic Studies, Liberal Arts, Conflict Resolution, and Crisis Prevention. His academic background, combined with real-world experience, has equipped him with a unique perspective on social change, community organization, and advocacy.

As the driving force behind B’nai Binah, Chief Daved has established a vast network of initiatives, spanning health, social services, security, education, athletics, and spiritual development. His work includes programs that provide food security, medical assistance, housing, educational scholarships, and business consulting, reaching communities in the U.S., Africa, and the Caribbean. His leadership has been instrumental in building infrastructure, training security personnel, developing sustainable businesses, and mentoring future leaders.

Chief Daved is also the founder of the Yisrael Political Action Committee (YPAC), a platform designed to amplify the voices of Hebrews, Israelites, Yehudim, and Torah-following communities in political discourse. His work in law enforcement and security training has also established pathways for communities to develop their own protective structures.

Timberly Wilson is a passionate, altruistic servant leader boasting over 20 years of invaluable experience in bolstering educational opportunities for underserved communities of color within both the New York and Georgia Public School systems.

Hailing from the vibrant backdrop of New York City, Timberly’s journey led her to Atlanta, Georgia, where she embarked on her academic pursuits at Clark Atlanta University (CAU). A trailblazer in her own right, she emerged as a first-generation college graduate from Georgia State University, where she earned both her Bachelor of Science and Masters degrees in Urban Teacher Leadership.

Timberly’s professional trajectory is marked by a steadfast commitment to fostering excellence in teaching and learning. For over a decade, she honed her craft as a middle school English/Language Arts educator in the Georgia Public Schools, crafting innovative curricula and assuming various leadership roles. Continuously seeking to elevate her instructional acumen, she pursued further studies, attaining an Educational Specialist Degree in Curriculum & Instruction from Lincoln Memorial University in Harrogate, TN.

Driven by a desire to effect meaningful change, Timberly returned to her roots in New York City, where she assumed the pivotal role of Instructional Coach at the Harlem Children’s Zone Promise Academy JHS I. Swiftly ascending the ranks, she held successive leadership positions, culminating in her current role as the Executive Director of Great Oaks Charter NYC (GO-NYC). Under her visionary leadership, student achievement in Reading/ELA has soared beyond district and state averages, while notable strides have been made in closing the achievement gap in mathematics.

Beyond her professional endeavors, Timberly cherishes precious moments with her three children—her eldest daughter and two sons, aged 26, 23, and 16 respectively—alongside cherished extended family and friends. A dedicated advocate for positive change, Timberly actively contributes to her community as a member of Brooklyn Community Board 3, lending her expertise to the Education & Youth Services and Housing & Land Use committees.

In her leisure time, Timberly finds solace in travel and prioritizes self-care, championing practices that promote the holistic well-being of women who often place the needs of others before their own. Through her unwavering dedication and tireless advocacy, Timberly Wilson embodies the transformative power of education and service, leaving an indelible mark on the lives of those she touches.

Benedicta Vindiba Daplah Bio

I am Benedicta Vindiba Daplah, creative and talented Ghanaian fashion designer who believes that designing is not only about creating beautiful visuals but also about solving problems, from the age 10 I have always wanted to be a fashion designer, I used to make dolls for my friends, I could use my mom’s old singer sewing machine to make clothes and alter my own clothes if I didn’t like how they looked, so I started my journey of becoming a fashion designer. I attended one of the best fashion schools in Ghana, showcased my designs on big platforms here in Ghana and that was how Vindiba became a household name, I believe in sustainable fashion.

About the Program

The Kwatana Domestic Violence Prevention Program under B’nai Binah is a comprehensive initiative designed to address, prevent, and combat domestic violence in families, relationships, and communities. Our program provides education, intervention, counseling, training, and community support to those affected by domestic violence, while also equipping individuals with tools to prevent future occurrences. We believe in fostering safe, healthy, and violence-free environments through education, advocacy, and direct action.

Our Mission

The Kwatana Domestic Violence Prevention Program is dedicated to:

• Preventing domestic violence through awareness, education, and community outreach.
• Empowering survivors by providing access to resources, shelter, legal aid, counseling, and employment opportunities.
• Supporting families and individuals with tools to heal and rebuild their lives.
• Training individuals to recognize, prevent, and intervene in situations of domestic abuse.
• Holding abusers accountable while promoting rehabilitation and behavior modification.
